Position Objective
The Mechanical Fitter is part of a team that performs technical and operational tasks under the general supervision of the Mechanical Team Leader. The position is integral to the mechanical team day labour workforce and is responsible for implementing effective maintenance and construction work practices and providing prompt and effective attention to the repair and maintenance of water services assets.
Key Responsibilities
Shall include, but not be limited to:
- Under the general supervision and direction of the Mechanical Team Leader carry out repair and maintenance work on Water Services assets.
- Provide leadership and direction to ensure employees, including apprentices under supervision, and contractors are productive and appropriately skilled and/or qualified to operate in an operations and maintenance environment within the water industry.
- Order required resources, fittings, plant, and equipment from construction plans; check supplier invoices and authorise for payment or resolve discrepancies with supplier.
- Provide a high level of internal and external client service including dissemination of information to engineers and other Mackay Regional Council employees as requested and where appropriate to do so.
- In conjunction with the Mechanical Team Leader regularly report on progress towards Key Performance Indicators (KPI) and other relevant operational matters.
- Undertake inspections and investigations and carry out mechanical works as required.
- Maintain plant, equipment, and tools to a high standard.
- Contribute to the review and development of procedures to enhance performance and safety of works carried out.
- Use technological devices for communication, data collection and work order system.
- Ensure all works carried out comply within Mackay Regional Council’s Environmental Policies and By-Laws and other related legislative and regulatory requirements, including WH&S.
- Other responsibilities as delegated by your immediate Supervisor within the scope of this position.

Qualifications
Essential
- Mechanical Trade Certificate
- Medium Rigid (MR) driver licence (QLD)
- White Card (Construction).
Desirable
- Working in Confined Spaces competency.
- Doggers License
- Vehicle Loading Crane Licence.
- Working at Heights competency.
- First Aid Certificate.
Experience
Essential
- Experience with servicing & repairing a range of pump types, control valves, pneumatic systems, dosing systems and general water industry plant and equipment.

Knowledge

- Knowledge of Mechanical Fitting procedures and materials for the effective and efficient repair of industrial equipment.
- Knowledge in pump repairs/maintenance and service
- Competency in use of welding and oxyacetylene cutting.
- General control valve repairs and maintenance, pipe fitting and threading.
- Competency in use of lathe, milling machine.
- Sound knowledge of water and sewerage assets.
- A sound understanding of the purpose and application of the Workplace Health & Safety Legislation & Environmental Protection Act.
- Ability to interpret and apply other relevant Acts, By-laws and codes, departmental and organisational policies and procedures when undertaking mechanical works within the water industry.
Desirable
- Understanding of Council’s Enterprise Risk Management Policy and Framework objectives as they impact the position.
Special Requirements
- This position requires regular participation in an 24/7 on-call roster.
- Immunisation required for Tetanus, Hep A & Hep B
- Qualifications in First Aid & CPR or ability to attain.
- Some overtime will be required.
In this position the incumbent may:
- Work in confined workspaces
- Work on high or elevated working surfaces
- Be subject to ascending and descending ladders.
- Be exposed to odours & unpleasant environments associated with wastewater treatment and system transportation assets.
- Be subject to loud noises where protective hearing equipment is required.
- Work alongside roads where reflective personal protection clothing is required.
Organisational Relationships
Reports to: Mechanical Team Leader
Supervision of: Apprentices, trades assistants and contractors where applicable
Internal Liaison: Mackay Regional Council Staff.
External Liaison: State government departments and statutory authorities, developers, project managers, consultants, utility companies and the public.
WH&S OBLIGATION AND RESPONSIBILITY STATEMENT –
SUPERVISORS, MANAGERS, EXECUTIVE MANAGERS
All employees have a legal obligation to comply with statutory and Mackay Regional Council WH&S Management System, SafePlan, WH&S policies, procedures, and work instructions. Managers and Supervisors are responsible and accountable to their Senior Manager for the health and safety of all employees, contractors, visitors, and volunteers at workplaces that are under their control.
Responsibilities include:
- Ensuring a safe work environment and safe system of work are provided for all employees, contractors, visitors, and volunteers.
- Implementing, maintaining, and monitoring the WH&S Management System Plan and Monthly Action Plans (MAPs) within their area of responsibility.
- Being aware of Key Performance Indicators (KPIs) that have been set by Senior Management.
- Assisting with the development and implementation of departmental WH&S policies, procedures, and work instructions.
- Providing information relating to WH&S to employees through team meetings, Toolbox Talks or information sessions.
- Conducting hazard inspection at all relevant workplaces in accordance with the ‘Hazard Inspection Matrix’.
- Ensuring risk assessments are conducted and recorded for all identified hazards, or prior to the implementation of new work practices, hazardous substances, or plant. Also as required, assisting, or participating in the carrying out of risk assessments on identified hazards.
- Ensuring all incidents, serious bodily injuries, work-related illnesses, or dangerous occurrences are reported to the WHSA within the required timeframes.
- Identifying employee training needs and ensuring that no employee is required to undertake a task without first receiving training in the safe method of work, or adequate safety instructions.
- Ensuring all new employees and internal transferees are given job induction training and appropriate job safety instructions.
- Enforcing the wearing of all required personal protective equipment and ensuring that the equipment is worn correctly.
- Ensuring a high standard of housekeeping is maintained within their area of control.
- Ensuring that no hazardous substance is purchased, or used, without first carrying out a risk assessment and gaining approval from the relevant person.
- Ensuring that all employees under their control are aware of first aid locations, fire protection facilities, evacuation, and other emergency procedures.
- In liaison with the Workplace Rehabilitation Coordinator, implementing rehabilitation procedures and facilitating early return to work for injured employees. Also assisting with the identification of positions that are suitable for rehabilitation placements.
- Attend WH&S Committee meetings as required.
